Dr. Foley has worked with forensic populations ranging from drug and alcohol abuse to sex offending for the past twenty-five years. He held a faculty position at Wake Forest University before becoming the Chief Psychologist for a sex offender treatment program in North Carolina. Prior to forming F&P Associates, he was the Director of Clinical and Forensic Services at the Joseph J. Peters Institute in Philadelphia. The Institute is a private, non-profit psychiatric agency that provides clinical services to the victims and perpetrators of sexual violence. As part of his duties, he supervised a sex offender treatment program at a state prison which serves 120 inmates. Dr. Foley frequently testifies in local and Federal court in cases ranging from child custory to Internet pornography. He is presently researching the topic of child Internet pornography. He frequently provides training for agencies such as parole and probation and child advocacy groups. He is a clinical member and holds the position of Pennsylvania State representative for public policey for the Association for the Treatment of Sexual Abusers (ATSA).

    Dr. Foley has a special interest in using psychological testing techniques in arriving at scientifically based risk assessments for sex offenders. These techniques are often presented in the defense, prosecution, and appeals of Megan's Law cases. He has served as a consultant to the New Jersey Attorney General in a case concerning the rights of incarcerated sex offenders.

    Additionally, Dr. Foley assesses impaired professionals who have been accused of violating sexual boundaries as well as victims of sexual abuse. These cases often concern sexual harassment and violations of professional ethics.
